Executive Director – CES Education Mr Tan Tee How

Mr Tan Tee How is active in both the formal and informal education sectors. He serves as Council Chairman of St Anthony’s Primary School, Board Member of the Christian Brothers’ Schools and St Joseph’s Institution International, as well as Non-Resident Fellow of NUS Kent Ridge Hall. He is also President of the Singapore Scout Association.

He joined Chip Eng Seng Corporation on 2 Feb 2018 as Executive Director. Prior to this, Mr Tan served 34 years in the Singapore Administrative Service, and held various key appointments including Principal Private Secretary to then PM Goh Chok Tong (1997 to 2000) and founding CEO National Healthcare Group (2000 to 2004). He was Permanent Secretary of the Ministry of National Development (2004 to 2011) and of the Ministry of Home Affairs (2011 to 2014.) He was also Commissioner of Inland Revenue and concurrently CEO IRAS (2014 to 2018). Mr Tan is currently Chairman of the Casino Regulatory Authority and a Board member of the National University Health System. He holds a Bachelor of Business Administration (Hons) degree from NUS and a Masters of Public Administration degree from the Harvard University. He attended the Wharton Business School Advanced Management Programme in 2002.

Chief Financial Officer Mr Law Cheong Yan

Mr Law Cheong Yan joined the Group as Chief Financial Officer in August 2013. In his current role, he leads the Group in a multitude of functions comprising financial and management accounting, taxation, treasury as well as investor relations. Prior to joining Chip Eng Seng, Mr Law spent more than nine years in China and the U.S. managing the businesses of several Singapore companies’ overseas subsidiaries. Mr Law was also the Group’s Financial Controller for the period from June 1999 to February 2004 and an auditor with an international accounting firm from September 1995 to June 1999. Mr Law holds a Bachelor of Accountancy (Hons) degree from Nanyang Technological University. He is also a member of ISCA and CPA Australia.

Executive Vice President – CES Education Dr Koh Thiam Seng

Dr Koh Thiam Seng joined publicly-listed Chip Eng Seng Corporation Ltd in October 2018 as Senior Vice President. Prior to this, Dr Koh was Associate Dean at the Office of Education Research and Associate Professor of Natural Sciences and Science Education at the National Institute of Education (NIE), Nanyang Technological University where he had served as a faculty member for more than 28 years. He had held senior appointments at the Singapore Ministry of Education (MOE) and NIE. He was a Deputy Director (2000 – 2003) at the Higher Education Division, MOE involved in policy formulation for university, polytechnic and ITE education. As Director of Educational Technology (2003 – 2008) at MOE, he led the implementation of Singapore’s 2nd lnfocomm Technology (ICT) in Education Masterplan. He was concurrently Deputy Director (2007 – 2008) at NIE overseeing educational research. He was Principal (2009 – 2015) of St. Joseph’s Institution and Chief Executive Officer (2015 – 2017) at St. Joseph’s Institution International School. He holds a Bachelor of Science degree from NUS, a Master of Science in synthetic organic chemistry from Massey University, New Zealand and a PhD in polymer chemistry from Monash University, Australia.

Financial Controller Mr Nik Tan

Financial Controller

Mr Nik Tan joined the Chip Eng Seng Group in July 2007 and is our Financial Controller for the Construction Division. He is responsible for the financial, taxation, corporate and treasury functions of the Division. Prior to joining the Group, Mr Tan spent more than 15 years in an international auditing firm, Singapore listed and China companies. Mr Tan is a Chartered Accountant with The Institute of Singapore Chartered Accountants and The Association of Chartered Certified Accountants.
